SMART 2019-0024 – Framework Contract for the Provision of Evaluation and Impact Assessment Services to DG Connect

(2020-2021)

The aim of the specific project under this Framework contract is to provide DG CNECT from the EU Commission with an evaluation of the application by the EU National Regulatory Authorities of the 2010 Next Generation Access (NGA) recommendation and the 2013 Non-discrimination and costing methodologies (NDCM) recommendation. Following the adoption of Directive (EU) 2018/1972 of December 11, 2018 establishing the European Electronic Communications Code (EECC), which replaces the Directives regarding the implementation of which these recommendations were providing guidance, both recommendations need to be reviewed so that they remain fit for purpose to provide guidance on the implementation of the provisions of the EECC detailing the access, non-discrimination and pricing obligations succeeding to the provisions of the previous Directives, to which both recommendations refer. In addition to the evaluation of the implementation, the study consists in a forward-looking analysis of a number of key elements from both recommendations and proposes, whenever possible, possible approaches to be considered by the Commission in updating the current guidance. The study analyses the expected effects of these proposed approaches in terms of prices, competition and VHCN deployment in the context of ex ante regulation of broadband markets

IA and public service : a regulatory approach

(2020-2021) – Study for AdN

The project entrusted by AdN to CRIDS/NADI for a period of one year aims to analyze the regulatory conditions for the development by the Walloon public authorities of an AI trustworthy, safe, fair, protective for citizens' interests and concerned by the pursuit of the general interest .
The project via, from one part, interviews of envolved actors and  a questionnaire sent to certain members of the administration will attempt to analyze both the expectations but also the reluctance or the difficulties of the administration towards possible projects.
A typology of possible technological applications and tasks likely to be entrusted to AI will be drawn up on the basis of examples in other European countries or at home.
The regulatory aspects project is based on a comparative analysis of both European and American policies and strategies. it describes the current state of the regulatory framework for the computerization of the Walloon administration and its numerous shortcomings. Finally, for each branch of law: administrative law (public contract, access to public data, public service laws); human rights (GDPR in particular); liability law; intellectual property law, the study examines the difficulties encountered in bringing the reality of AI into current legal frameworks. Finally an ethical framework for the development of a public service 's AI will be drafted

DIGI4FED - Digital Revolution in Belgian Federal Government: An Open Governance Ecosystem for Big Data, Artificial Intelligence, and Blockchain

(2020-2022) – Study for the Belgian Science Policy Office BELSPO

DIGI4FED aims to understand how big data can be used in the Belgian federal administration system to enable better public service provision through new technologies such as artificial intelligence and blockchain. By focusing on the technical, moral, legal and organisational conditions within the internal and external federal decision-making processes, DIGI4FED aims to develop a governance design that serves the administrative and public service processes of the Belgian federal government and makes full use of the potential offered by big data and its application via artificial intelligence and blockchain technology.

BOOST

(2020) - For the European Commission

The BOOST project aims at providing SME's with practical and straightforward support to facilitate their compliance with the GDPR, with a special focus on 3 aspects of data protection :

1. Transparency;
2. Data Protection Impact Assessment (DPIA);
3. Identification of “controller” and “processor”.

The main outcomes will consist in :
- a FAQs brochure;
- new tools to facilitate SMEs’ compliance with the GDPR;
- seminars for all types of SMEs.

The project is funded by the European Commission (DG Justice and Consumers - Grant Agreeement n° 874505). The members of the consortium are the Belgian DPA, KULeuven, VUB and UNamur.

IDATE Digiworld : Cost of Non-Europe on Artificial Intelligence – Transport

(2020) – Study for the European Parliament

The development, deployment and uptake of AI technologies are among the key (emerging) drivers of economic, social, environmental and geopolitical transformations. What is the added value of taking collective European Union action on AI? This is the key question that this project aims to address. To assess added value in quantitative and qualitative terms, the Cost of Non-Europe on Artificial Intelligence (AI CoNE), should first provide evidence on the scale and the structure of the transformations of the EU economy and society resulting from the uptake of AI technologies. Second, an analysis of the ‘AI fitness’ of the current regulatory framework should be provided. Third, quantification of the cost of Non-Europe should be detailed, and finally adjustments and actions on the EU level that can boost European added value should be identified. The AI CoNE will focus on transport, mobility and logistics.

CRIDS contributes to this study by participating to the analysis of the ‘AI fitness’ of the current regulatory framework.

(2019-2022) - Towards a sustainable social media archiving strategy for Belgium - BELSPO-BRAIN

The BESOCIAL research project aims to develop a sustainable social media archiving strategy for Belgium. Indeed, social networks are full of ephemeral content that can nevertheless be of great heritage interest to Belgian citizens. The aim of BESOCIAL is therefore, by adopting a multidisciplinary approach (technical, operational and legal aspects), to develop a strategy at the Belgian federal level to preserve and archive these contents and give access to them to both the scientific community and the general public.

Les sciences participatives: un défi pour l'objectivité scientifique?

(2019-2022) - For FNRS

This research project interrogates, in both a descriptive and a normative way, the consequences of the growing influence of so-called “citizen science” (CS) on the objectivity of scientific research. Whereas the participation of citizens who are no professional scientists to the construction of knowledge is relatively well studied in a descriptive way, philosophers have not yet investigated in a systematic way its burdens and benefits for the objectivity of the research process. Yet, these participatory practices modify the way science is made, and they sometimes meet resistances from scientists themselves (Riesch and Potter, 2014; Golumbic, 2017). Indeed, important epistemological concerns may be raised: the quality of the data collected by crowd-sourcing programs (Resnik, 2015), but also the lack of neutrality of the militant groups (for instance, NGOs) which engage into citizen science to defend a political agenda (Sarewitz, 2000). More general, participation disturbs the self-regulatory mechanisms characterizing scientific communities, and thus may constitute (at least in prima facie) a challenge to the very objectivity of the research process. Whatever the exact meaning we give to this concept, objectivity is widely recognized as the main justification of the social authority of science, and/or of its epistemological value. It is therefore crucial to understand (i) how citizen science may threaten, or promote, the objectivity of science, and (ii) how participative programs should be designed to preserve or improve this objectivity. To do so, the goals of the research project are, first, to propose a conceptual analysis of the notion of scientific objectivity as it may be applied to citizen science; second, to apply this conceptual analysis to concrete CS programs; and, third, to give some recommendations to improve CS programs and I compare these recommendations with the « good practices » identified by the institutional reports.

Legal and regulatory support to the Government of the German-speaking Community of Belgium for the review and amendment of the 2005 'Mediendekret'

(2019-2021) - For Government of the German-speaking Community of Belgium

A recast of the Mediendekret  is necessary view of the transposition, as far as they cover competences of the Communities,  i) Directive (EU) 2018/1808 of  14 November 2018 on audio-visual media services, ii) Directive (EU) 2018/1972 of December 11, 2018 establishing the European Electronic Communications Code and iii) Directive (EU) 2019/882 of 17 April 2019 European Accessibility Act.  The support entailed not only identifying the current provisions that needed to be amended in view of the transposition, but also making drafting suggestions.  In addition, to the transposition of the EU Directives, the task encompassed also making proposals to streamline the current institutional setting of the Medienrat as well as of procedures for granting spectrum licences to in particular radio broadcasters.

DCH - Developing a Digital Clearinghouse

(2019-2022) - For the Roi Baudouin Open Society Foundation

The application aims to develop a Digital Clearinghouse (DCH), a voluntary network of authorities involved in enforcement of laws in the digital markets. The platform is intended to facilitate cooperation, dialogue and exchange of best practices within the bounds of their respective competences, so as to achieve a coherent enforcement of rights in all domains of laws impacting digital markets. The project consists in organizing regular closed roundtables between the enforcement authorities and invited experts and two public international conferences with enforcement authorities, policy makers, academics and digital firms. An effective communication will ensure the dissemination of the output of those roundtables and conferences.

(2020-2021) - For Perspective.Brussels

The “Bruxelles numérique” project has three objectives. As a first step, it aims to identify the current infrastructure of Brussels schools in the two Communities. Teachers will also be interviewed on their digital practices, difficulties and expectations. Once this inventory has been established, the aim is to identify the unmet needs of these schools in terms of digital education. Finally, recommendations and possible solutions will be formulated for the competent authorities in order to introduce sustainable digital infrastructure in schools.

The research project gathers researchers and academics in media literacy education, computer education and digital education from NaDi and IRDENA institutes. It is supported by the Digital Education Research Chair.

EU Delegation in Tunis – technical support to the Tunisian authorities in the framework of the ALECA negotiations, in the area of completion law and State aid (2018-2020)

The support entailed the drafting of three reports. The first detailing the ‘acquis’ of the EU in these areas to which the draft ALECA agreement refers for the interpretation of the concepts of anti-competitive agreements, abuse of dominant position, merger and State aid. The second report consisted in an overview of the current Tunisian rules in the area of competition law and the granting of aid to undertakings, and their implementation. The third report is a gap analysis aiding to identify the areas where the Tunisian situation diverges from the EU acquis in the area of competition law and State aid.

GreenWork (2017-2021) - For the Province of Namur

The GreenWork research is a three years doctoral project financed by the Close Foundation (Province de Namur). The context is the building of the future Provincial Administration House (MAP), integrating management innovations in space designing, i.e. new work organization and agents’ ecological responsibility. The research question asks how systems of participation influence social appropriation of the project by the agents. We analyze systems of participation during the project process and how they produce social appropriation defined as the construction of a shared and accepted representation of the project as well as organizational practices oriented to the change.

FLEXPUB (2015-2020) - For the Belgian Science Policy Office BELSPO

The project is focused on the development of eGovernment services and the phenomenon of digitalization of public services. This development raises legal (intellectual property, data and privacy protection, responsibility), technical and organisational questions. On the basis of case studies by the National Geographic Institute (IGN), the research team answers these questions to develop a federal model of deployment of electronic services in the framework of the eGovernment.

mHEALTH (2016-2020) - For the Walloon Region

This project is to prototype a platform of secured demonstration applying to the field of eHealth the future Internet technologies developed in other projects. This plateform aims at supplying a reference system to facilitate and optimize monitoring of the patients. It aims at promoting the prevention and insuring continuity of monitoring  and  medical treatment except the hospitals in post-operative follow-up contexts, home medical care and monitoring of  chronic diseases. The mobility of the patients, but also of healthcare professionals will be taken into account.

SMART 2018/0082 - Future electronic communications product and service markets subject to ex ante regulation (2019-2020) - For the European Commission

The European Electronic Communications Code requires the European Commission to review the 2014 Recommendation on Relevant Markets by 21 December 2020. The study SMART 2018-0082 is a preparatory step for that review and provides an analysis of technological and market developments, as well as relevant cases, to assist the Commission in determining whether changes may be needed to the current Recommendation.
The study notes key developments on the supply-side including the migration from copper to fibre and the deployment of 5G. At the same time, the study forecasts an increasing trend towards home working and the digitisation of industry and public services, which will likely drive the need for more performant infrastructure.
Today, infrastructure competition in broadband networks and/or entry by new players focused on very high capacity broadband deployment has developed in some areas. However, competition in many areas will remain for many years dependent on ex ante regulation of network operators with significant market power.
The study therefore concludes that it is justified to maintain regulation on the market for 'Wholesale Local Access', but advises to adapt the existing market for 'High Quality Access' to focus on dedicated access including dark fibre for backhaul. These markets may be geographically differentiated based on a detailed analysis.  Conversely, the study finds that the 'Wholesale Central Access market' tends towards competition and could be removed from the list of markets susceptible of ex ante regulation. The study also finds that the current termination markets will in principle also no longer require ex ante regulation as the Eurorate regulation should address the primary competition concerns in these markets.

PROMISE II (2017-2019) - For the Belgian Science Policy Office BELSPO

Considering the fact that some data and documents are now only available online, web archiving has become of utmost importance. Furthermore, the limited lifespan of online information creates issues for the safeguard of digital heritage and information. The web archiving is decisive from a cultural and historical point of view. The objective of PROMISE II is to study and analyze the legal framework for preserving online information and enabling the web archiving in Belgium.

INSPEX (2017-2019) - For the European Commission

The objective of INSPEX is to make obstacle detection capabilities that are currently only feasible on autonomous vehicles available as a personal portable/wearable multi-sensor, miniaturised, low power spatial exploration system. The INSPEX System will be used for real-time 3D detection, location and warning of obstacles under all environmental conditions in indoor and outdoor environments with static and mobile obstacles. Applications include navigation for the visually/mobility impaired, safer human navigation in reduced visibility conditions and small robot/drone obstacle avoidance.

COCOM (2017) - For the Joint Community Commission (Brussels)

The Brussels Common communitarian committee (CoCom) is responsible for health and personal assistance policies in the Brussels region and must amend its data protection rules following the adoption of the EU General Data Protection Regulation. This EU regulation must be complied with as of 25 May 2018. The Regulation is directly applicable. However, the rules applicable in the Brussels region for the processing of personal data by the institutions falling under the competence of the CoCom must be updated to address practical issues like the appointment of data protection officers, the implementation of the right to object and of data portability or the establishment of processes to report  data breaches according to the regulation. The subject of the study is to prepare legal drafting susceptible to comprehensively update the current rules.

The system will be deployed in Automated Border Control (ABC) areas supporting border guards to facilitate smooth and rapid crossing by travellers based on deployment of the next generation of biometric identification detection methods.
 

Study "Optimal Regulatory Model for Telecommunications Services in the EU" (PE 595.368) - For the European Parliament (IMCO Committee) (2016-2017)

This Study reviews the market trends for the development of digital networks and applications for 2020 and beyond and, on that basis, proposes a framework for an optimal regulation for telecommunications services in the European Union. Against that framework, the Study then critically assesses the draft European Electronic Communications Code proposed by the Commission in September 2016. While the proposal goes in the right direction it appears to not ambitious enough to protect the EU consumers in the App economy and to stimulate the digital single market. Proposals for improvements are assessed.

The context of LITME@WORK (Digital and media literacy in teamwork and distance work environments) is digital and media literacy (DML) in relation to office work (from clerical work to managerial tasks), focusing specifically on teamwork and distance work. Office work environments and practices are changing due to new organisational models (e.g. distance work, shared office spaces, teamwork) and new kinds of information and communication technologies (ICT) like mobile devices, multimedia content, groupware, cloud computing and big data technologies. These transformations, as visible in “new world of work” (NWOW) initiatives in public and private organisations, create new DML requirements, for instance in terms of engaging in collaborative writing, managing personal and shared information, managing time, and managing a team at a distance.

Assistance à la politique de diffusion des données (Département de Géomatique) (2019) - For the Walloon Region

This project is an initiative from the Walloon region. Its objective is to develop a policy for the dissemination of cartographic data in an open data perspective that takes into account the diversity of sectors, sources and the nature of the data. The intervention of the CRIDS is to assist the Walloon Region by developing a contractual dissemination policy that complies with European and national regulations on the reuse of public sector information, the protection of personal data and intellectual property rights.

SEAMPAT (2014-2017) - For the Walloon Region

SEAMPAT is a project financed by the Walloon region (Belgium), as part of the WB-Health program. This applied research aims to develop an electronic platform of drug reconciliation, in order to improve the continuity of medication. The platform also aims to encourage patients’ empowerment. The project gathers a multidisciplinary consortium made of a doctor, a pharmacist, a legal expert, an anthropologist and computer scientists.

Study "Substantive issues for review in the areas of market entry, management of scarce resources and general end-user issues (SMART 2015/0003)" - For the European Commission

The aim of the study, carried out for the European Commission, is to support the review of the EU regulatory framework for electronic communications announced in the Digital Single Market Strategy of May 2015. The study assesses the framework's functioning and related implementation practices in the fields of market entry and authorisation, scarce resources (radio spectrum, numbers, land) and end-user issues including application of horizontal consumer protection regulation. On this basis, it will suggest possible options for developing the framework.

P5 (2013 - 2016) - For the European Commission

The goal of the P5 project is an intelligent perimeter surveillance system that works robustly in a wide range of weather and light conditions and that has strong privacy preserving features. The system will monitor the region outside the security area of critical buildings and infrastructure, and give early warning if terrestrial or airborne threats are detected. The system will support, rather than replace, a human operator. A low false alarm rate due to animals or other innocuous events, combined with high threat detection sensitivity and privacy standards, are central ambitions of the project. To achieve these goals, a multispectral sensor suite comprising both passive and active sensors is envisaged, i.e., a system based on radar, visual and thermal sensors. The sensor suite is complemented with advanced algorithms for information fusion, object detection and classification, privacy preservation, and high level modelling of intent and behavior analysis.

EASYWAL – NSI (2010-2014) - For the Walloon Region

Le CRIDS est chargé par la Région Wallonne de rédiger, d’une part, la partie juridique du document de présentation des sources authentiques en Région wallonne et, d’autre part, l'accord de coopération mettant en œuvre ce document.
Parallèlement à cela, le CRIDS est chargé d'accompagner, pour les aspects juridiques en matière de protection des données à caractère personnel, les administrations wallonnes dans leurs demandes d'accès à des banques de données fédérales ainsi que dans la mise en place de sources authentiques.

PTZ-PILOT (2013-2016) - For the Walloon Region

PTZ-Pilot is the second project financed by the Walloon Region in the framework the GREENTIC call. The theme of the research project is the intelligent video surveillance system specifically, the processing and analysis of images from mobile cameras of surveillance PTZ- for pan / tilt / zoom. CRIDS is responsible for social, legal and ethical acceptability of this system and this type of image processing.

TRUEDEV (2014-2015) - For the Walloon Region

TRUEDEV - Trust in End User Device - is a project financed by the Walloon Region in the framewor- the GREENTIC call for proposals. TrueDev (acronym for Trust in End User Device) is a research project designed to secure, through a software component, the use of personal computer equipment in professional contexts. It is therefore to create a trusted context to the phenomenon of "BYOD" (Bring Your Own Device), guaranteeing access security, authenticity and data protection and privacy of the end user (private and personal data and applications being supported by his own device).

Go Cloud (2013-2015) - For the Walloon Region

 

This project aims at helping SMEs involved in the ICT sector to adapt their software and process in order to go in the Cloud.  Such PMEs could indeed improve their position in the market and benefit from various advantages of the Cloud (mainly SaaS).  Possible issues and solution will be analysed from a technical (CETIC) and a legal (CRIDS) point of view : PMEs will indeed be provided with some tools in these sectors (with some examples of contractual provisions, for instance).

PARIS (2013-2015) - For the European Commission

 

The goal of the project PARIS (PrivAcy pReserving Infrastructure for Surveillance) is to define and demonstrate a methodological approach for the development of a surveillance infrastructure which enforces the right of citizens for privacy, justice and freedom. At the same time, it takes into account the evolving nature of such rights, since aspects that are acceptable today might not be acceptable in the future. It also includes the social and ethical nature of such rights, since the perception of such rights varies over time and in different countries.

CAPPRIS (2013) - For the INRIA Project Lab

 

CAPPRIS (Collaborative Action on the Protection of Privacy Rights in the Information Society) is an Inria Project Lab initiated in 2013. The general goal of CAPPRIS is to foster the collaboration between research groups involved in privacy in France and the interaction between the computer science, law and social sciences communities in this area. In order to reach its goals, CAPPRIS carries out two kinds of actions :

- Joint Research Actions to investigate specific research topics following a collaborative and interdisciplinary approach. Joint Research Actions have been launched on geolocation privacy, on privacy in the context of smartphones, on privacy risk analysis and on the notion of control over personal data.

- Networking actions to favour the emergence of a research community on privacy and enhance the interest of researchers and the public in this fast evolving domain.

TaSTI (2012-2016) - For the FNRS

The taSTI project (Technology Assessment – Science, Technology, and Innovation), funded by the FRS-FNRS, has the following objectives:

  • To investigate how science, technology, and innovation (STI) regimes have co-evolved in the regions of Flanders and Wallonia (Belgium) since the regionalization of competences in the 1980s, and how innovation has become a tool in regional policy and the formation of regional identities;
  • To examine how Flanders and Wallonia have each adapted and responded to the influence of new political and economic principles (e.g. competitiveness, entrepreneurship, relevance) on science policy, the emergence and institutionalization of strategic science as a new policy regime, and present-day calls for “responsible innovation”;
  • To link together and focus objectives (1) and (2) by exploring the emergence of technology assessment (TA) ideas and practices as locally-enacted reactions to dominant policy paradigms that potentially remold the relationship between science and society;
  • To stimulate debate among politicians, researchers, and TA practitioners on possible futures of innovation policy in Flanders and Wallonia, as well as purposeful interaction between TA and STI.

CLICK (2012-2013) - For the Federal Public Service BELSPO

(CompuLsIve Computer use and Knowledge needs in Belgium A multimethod approach) La recherche CLICK, dont le CRIDS est coordinateur, porte sur  les usages problématiques d'Internet et le concept d’usage compulsif d’Internet (« Compulsive Internet Use ») à travers l’ensemble du territoire francophone et néerlandophone du pays, afin d’obtenir une meilleure connaissance de ce phénomène, aussi bien quantitative que qualitative, pour construire une politique de santé publique adaptée à ces nouvelles situations, tant en termes préventifs que curatifs. La recherche s’est clôturée par un colloque international associant les acteurs de terrain assurant une large publicité des résultats obtenus.

The Belgian Cybercrime Centre of Excellence for Training, Research and Education is an initiative of the Interdisciplinary Centre of Law and ICT at the KU Leuven. SECUR-ED (2011-2014) - For the European Commission

Le principal objectif du projet est d'améliorer sensiblement la sécurité dans les transports de masse urbains, au travers du développement de solutions packagées, validées dans plusieurs démonstrations qui seront déployées dans plusieurs villes européennes : Madrid, Paris, Milan, Berlin, mais aussi Istanbul, Bucarest, Bruxelles et d'autres. SECUR-ED n'apporte pas seulement des solutions techniques, mais s'intéresse plus largement aux processus d'opérations, couvrant tous les aspects depuis l'analyse des risques jusqu'à la formation des opérateurs. Les différents modules sont sélectionnés et packagés au travers d'interfaces standards, prêts à être intégrés. Pour amplifier les résultats, des « Advisory groups » seront créés (opérateurs de transport, autorités, forces de premier secours, utilisateurs) pour conduire une dissémination active vers la communauté des usagers des transports urbains en Europe.

EDUCATION 2.0 (2011-2013) - For the International Organization of the Francophonie

Le projet « éducation 2.0 » regroupe six universités francophones: l’Université de Montréal au Québec, l'Université de Namur via le CRIDS, l’Université de Versailles Saint-Quentin en Yvelines et l’Université Paris Sud 11 en France, l’Université de Sfax en Tunisie et l’Université de la Sagesse au Liban ; qui sont toutes reconnues comme des partenaires incontournables en matière de technologies de l’information et de la communication. Au regard des opportunités offertes par le « Web 2.0 » et de l’évolution du rapport enseignement/technologie, le projet a pour objectif la mise en place d’une plateforme internet interactive favorisant une meilleure communication des travaux des chercheurs et étudiants, et ce, pour le bénéfice des spécialistes du droit et de toute la communauté scientifique.

Le projet « marquage d'IP sécurisé » a pour objectif de développer une technique permettant de déterminer si un circuit électronique est ou non basé sur un code ou une licence de propriété intellectuelle, afin de pouvoir en détecter les usages illégaux. L’étude juridique porte sur les bases légales qui fondent la validité de la technique d’analyse et de détection de la contrefaçon.

MIMESIS (2011) - For the French Community

Le Ministère de la Communauté française souhaite mettre en place le principe de collecte unique impliquant un échange accru d'information entre administrations afin d'éviter des collectes multiples auprès des administrés, personnes physiques ou morales. En tant que dispositif de modernisation des administrations et de rapprochement des administrés, ce projet repose très largement sur le recours aux technologies de l’information et de la communication permettant une dématérialisation des procédures. Le CRIDS a examiné les aspects légaux de cette dématérialisation, et en particulier la mise en place d'un cadre légal permettant de réglementer ces flux d'informations entre les administrations.

GSK souhaite mettre en place un système juridiquement valable de réception et de conservation de factures électroniques. Dans ce cadre, le CRIDS a analysé les conditions à respecter en matière d’authenticité de l’origine, d’intégrité du contenu et de lisibilité de la facture, ainsi que les exigences en matière de conservation de la facture (durée, lieu...) dans le contexte spécifique des règles en matière de TVA.

SEE (2009-2013) - For the Walloon Region

Ce projet, financé par la Région Wallonne (Programme Mobilisateur Marshall 2008) et réalisé en partenariat avec l’eID Company, l’UCL (Crypto) et l’ULg (SPIRAL), consiste en un développement d’une plate-forme transactionnelle des identités électroniques. Il s’agit d’un service novateur dans son modèle et son architecture, qui vise à fournir une solution la plus simple possible à l’intégration des identités électroniques dans les applications, avec notamment la collecte et la vérification de données d’identité en provenance de plusieurs sources. La problématique se situe dans le contexte des services en ligne car les processus et les flux d’informations mis en place dans et entre ces services requièrent quantité d’informations personnelles des utilisateurs. Un des objectifs majeurs est notamment de développer des transactions « front-end » permettant la collecte et la vérification de données personnelles par l’identité électronique et impliquant de multiples sources.

INSTAP (2009-2011) - For the Federal Science Policy

Le projet INSTAP a pour but de transformer en produit complet le prototype conçu lors du projet de recherche Quetelet.net, financé par la Politique scientifique, dans le cadre du programme pluriannuel de soutien au développement de la société de l'information (2003-2008). Ce prototype démontrait la faisabilité de la création d'un système informatique permettant l'intégration, la diffusion et la mise à disposition critique des statistiques pénales existantes et incluait 30 années de statistiques pénales, pouvant être consultées de manière centralisée par le biais d'un site web unique. La première phase du projet Instap avait pour principal objectif d’intégrer dans l’application les statistiques récentes, existant sous forme électronique. URBAN EYES (2009-2010) - For the Federal Public Service Home Affairs)

La recherche repose sur la collaboration de deux centres de recherche de l'Université de Namur, à savoir la CITA (Cellule Interdisciplinaire de Technology Assessment) et le CRIDS. Cette étude a pour objet d’analyser l’état de l’art international des pratiques de vidéosurveillance, d’établir un relevé de ce qui existe dans les communes de Belgique, d’entamer une analyse qualitative de la vidéosurveillance et de ses alternatives, dans le but, enfin, de rédiger un guide méthodologique à l’usage des communes contenant les bonnes pratiques en matière d’installation et d’utilisation de caméras de surveillance dans les lieux publics.

Consultation scientifique auprès d’experts internationaux en propriété intellectuelle (2009-2010) - For the United Nations

Le CRIDS a coordonné cette consultation afin de permettre à Olivier De Schutter (UCL), rapporteur spécial pour le droit à l’alimentation des Nations Unies, de fonder ses recommandations sur des avis scientifiques. Le rapport sur le droit à l’alimentation a été présenté à l’assemblée générale des Nations Unies en date du 21 octobre 2009.

IQS (2008-2014) - For the Walloon Region

Dans le cadre de l’objectif de Convergence, le projet développe plusieurs thématiques liées à l’ingénierie des systèmes, en collaboration avec des projets industriels wallons. En particulier, le CRIDS examine les aspects juridiques de la certification et notamment l’archivage électronique, en collaboration avec le CETIC.

CELLAVI (2008-2013) - For the European Union

Ce projet consiste à mettre sur pied un centre d’expertise en matière de Logiciels Libres/Open Source à vocation industrielle. L’aspect juridique consiste à analyser l’environnement légal encadrant les licences de logiciels libres. Le CRIDS conduit dans ce cadre des recherches sur certaines problématiques précises liées aux logiciels libres, et assure le suivi du projet en apportant un soutien juridique à l’industrie wallonne confrontée au droit des logiciels libres.

ARC (2008-2012) - For the ARC Project

Le projet ARC, mené conjointement par l'Université de Namur et l'Université Catholique de Louvain (UCL), a pour objectif d'examiner l'impact des nouvelles technologies de l'information et de la communication (TIC) sur les pratiques journalistiques en Belgique francophone. Ce projet interdisciplinaire vise à analyser les différentes mutations induites par l’émergence des nouvelles technologies dans le domaine de l’information.

WALIBI (2007-2011) - For the Walloon Region

WALIBI (Collecte de Données Physiologiques par Réseaux Corporels Sans Fil) a pour buts une étude de faisabilité, la conception et la démonstration d’un réseau sans fil de polygraphie sur la base de modèles innovants de transmissions corporelles en environnement réaliste. L’application visée est le monitoring EEG longue durée de patients épileptiques réfractaires.

ALAWN (2007-2010) - For the Walloon Region

L’accès nomade à Internet est devenu une nécessité. Certaines entreprises ouvrent leur réseau Wifi sans restriction ni sécurité. D’autres assurent la sécurité par une gestion complexe de clés de type WEP ou autres. Alawn propose un cadre technologique et légal pour assurer une connexion sans fil sécurisée sans assurer la gestion de la distribution de clés.

ACGT (2006-2010) - For the European Commission

(Advancing Clinico-Genomic Clinical Trials on Cancer : Open Grid Services for Improving Medical Knowledge Discovery) Partant du constat que le chercheur en biomédecine a, à l’heure actuelle, de nouveaux instruments lui permettant de rechercher les mécanismes donnant lieu aux maladies, le contrat européen ACGT a réuni une série d’acteurs spécialisés pour mettre en place un environnement ICT intégré soutenu par une puissante infrastructure GRID (globalisation des ressources informatiques) permettant d’offrir des capacités informatiques substantielles (certains disent illimitées) en termes de stockage de données et de calcul sur le cancer. La plate-forme technologique sera validée par la mise en place d’essais cliniques sur le cancer avec une sélection d’essais pilotes. La structure qui sera mise en place par le projet ACGT impliquant nécessairement un échange de données à caractère personnel relatives à la santé, la partie légale et éthique du projet s’attachera à déterminer les principes légaux et éthiques qui trouvent à s’appliquer au niveau européen. Des solutions techniques et juridiques aux problèmes mis en évidence seront identifiées dans le cadre d’une infrastructure GRID et certaines seront présentées. Ce projet rassemble une équipe pluridisciplinaire composée, entre autres, de médecins, informaticiens, juristes et éthiciens.
